
How Rockville floods
This is not a river-flooding town. Rockville's water problems are flash problems, and they come from three directions.
Stream valleys. The city drains into three watersheds — Rock Creek, Watts Branch, and Cabin John Creek — and decades of development have replaced absorbent ground with roofs, roads, and parking lots. When a slow-moving storm parks over the area, runoff reaches those channels within minutes rather than hours. The remnants of Hurricane Ida in September 2021 produced exactly that, with severe flash flooding at apartment properties near Twinbrook Parkway and Veirs Mill Road and inundated basements across the city. Properties in and near those stream valleys, and anything downhill of a large impervious surface, carry real risk.
Surface water at the house. Far more common and far less dramatic. Clay soil saturates, a window well with a clogged or missing drain fills, and water comes over the sill. Or a downspout discharges at the foundation and the corner of the basement takes on water every heavy rain. This accounts for most of the calls we hear about.
Plumbing and sump failure. A supply line lets go while you are at work, a water heater fails, or the sump pump dies during the one storm of the year that needed it. Sump failures cluster in power outages, which is an argument for a battery backup unit in any finished lower level.
The first 48 hours: what to do
- Safety before anything. Do not walk into standing water in a basement with live electrical outlets or a submerged panel. Shut power off at the main only if you can reach it without standing in water; otherwise call the utility or an electrician.
- Identify the water category. Clean supply-line water is one thing. Storm runoff that crossed a yard and a street is contaminated. Sewage backup is a hazardous category and calls for professional handling and full PPE, not a wet vac.
- Get the water out fast. Pump or extract, then remove soaked contents. Wet carpet pad, cardboard boxes, and upholstered furniture should come out immediately; they hold enormous amounts of water and start growing quickly.
- Open the wall before it starts. Drywall wicks water upward well above the visible line. A flood cut — removing the lower band of drywall and the insulation behind it — lets the cavity dry. Sealing a wet cavity behind intact drywall is the most reliable way to guarantee a mold job in six weeks.
- Dry aggressively and measure. Air movers plus commercial dehumidifiers, running continuously for days, with moisture readings documented until materials hit dry standard. A household box fan and an open window will not do this in Maryland humidity; opening windows in August actively adds moisture.

The 24 to 48 hour window is real. Mold growth on wet cellulose materials generally begins within one to two days under Mid-Atlantic conditions. Everything about emergency response is organized around beating that clock, which is why professional drying equipment on day one is cheaper than remediation on day thirty.
What a professional water-damage response includes
Extraction, controlled demolition of unsalvageable porous materials, antimicrobial application on affected surfaces, then a metered drying plan: enough air movers for the surface area, dehumidification sized for the volume, and daily moisture readings logged for the file. That log is what your insurer will want and what tells you the job is genuinely finished. Preventing the next one
After the drying, deal with the cause. In practice that means gutters cleaned and sized, downspouts extended six to ten feet from the foundation, window wells with functioning drains and covers, the first six feet of soil regraded to fall away from the house, a sump pump with a check valve and a battery backup, and a discharge line that carries water well away instead of returning it to the foundation. What to salvage and what to let go
Deciding fast is what keeps a cleanup from becoming a remediation. Generally unsalvageable after contaminated water: carpet pad, upholstered furniture, mattresses, particleboard and MDF furniture, cardboard, paper goods, and fiberglass insulation. Often salvageable: solid wood furniture if dried quickly, non-porous items, metal and glass, and hard-surface flooring depending on the substrate. Sentimental items on the edge — photographs, documents, textiles — can often be frozen to stop deterioration and dealt with after the structure is stable, which is a trick most people do not know until a restoration crew tells them.
Storm water is not clean water
Runoff that crossed a Rockville street and yard before entering your basement has picked up whatever was on those surfaces: fertilizer, oil, animal waste, and whatever the storm drain was carrying. The restoration industry treats it as contaminated for good reason, which affects both the personal protective equipment used and what gets thrown away. It is worth being firm about this with anyone who suggests a wet vac and a fan will handle it.
