
Start outside, always
Roughly speaking, the cheapest fixes are the most effective ones, and nearly all of them are outdoors. Work this list in order before spending anything on interior systems.
- Grading. The soil within six feet of the house should fall away from it, dropping roughly six inches over that distance. Sixty-year-old lots in Rockville have usually lost that slope to settling. Adding soil and re-establishing the fall is manual work and it is the single highest-value thing you can do.
- Beds and mulch. Landscape beds built up over decades often sit above the foundation line, holding moisture against the wall and sometimes above the siding line. Pull them back down.
- Gutters. Twice a year minimum, and more in the wooded neighborhoods. A blocked gutter dumps concentrated roof water at one point on the foundation.
- Downspouts. Extend every one six to ten feet from the wall. Buried lines should be checked for blockage. This is inexpensive and it resolves a startling share of damp-basement complaints.
- Window wells. Clear them, confirm the drains actually flow by running a hose, and add covers. A well without a working drain is a bucket against your foundation.
- Irrigation. Adjust any zone that waters foundation beds. Watering the soil against your house on a schedule undoes everything above.
Then manage humidity inside
The target is 45 to 55 percent relative humidity year-round in basements and crawl spaces. Buy a $15 hygrometer, put one in each space, and actually look at it. That single habit catches most developing problems months before there is anything to see or smell.
If you are consistently above 60 percent, you need a dehumidifier, and it needs to be sized for the space and plumbed to a drain or condensate pump rather than relying on someone remembering to empty a bucket. A dedicated unit in a finished basement is standard practice in this area, not a luxury.
Do not open basement windows in summer. It is the most common well-intentioned mistake in Rockville. Outdoor air at a 72-degree dew point entering a 63-degree basement condenses on every surface. Ventilating a damp basement works in April and October, not in July.
Crawl spaces get a different answer
Everything above applies, but for a vented crawl space the durable answer in this climate is encapsulation: seal the vents, lay and seal a heavy vapor barrier across the ground and up the walls, air seal and insulate the rim joist, and add a dedicated dehumidifier. The seasonal checklist
Spring: test the sump by pouring a bucket into the pit; check the discharge line runs well away from the house; walk the perimeter during a heavy rain and watch where water actually goes; look for efflorescence or staining at the base of foundation walls.
Summer: keep windows closed downstairs; run the dehumidifier; verify bath fans work by holding tissue to the grille; check that the AC is actually dehumidifying rather than short-cycling; look behind furniture on exterior walls.
Autumn: clean gutters after leaf drop; clear window wells and yard drain grates; reattach downspout extensions removed for mowing; check that beds have not crept back up.
Winter: check the rim joist and attic hatch area for condensation; make sure attic soffit vents are not blocked by insulation; shut off any whole-house humidifier before spring; keep an eye on cold exterior wall corners in closets.
When you are finishing a basement
Sequence matters more than product choice. Solve the water first, then live with the space through one full wet season before framing anything. When you do build, keep a gap between framing and the foundation wall, use rigid foam rather than fiberglass batts below grade, choose mold-resistant board over paper-faced drywall, and keep the bottom plate off the slab where the detail allows.
