
Reason one: the soil holds water
Rockville sits in the Maryland Piedmont, and the subsoil here carries a heavy clay fraction. Clay particles are extremely fine, so water moves through them slowly and clings tightly. That is why a Montgomery County yard can still squelch three days after a storm while a sandy soil would have drained overnight.
Against a foundation, that behavior matters enormously. The region gets more than 40 inches of rain in a typical year, and much of it sits in the disturbed backfill soil right against your wall rather than draining away. Saturated soil exerts hydrostatic pressure, and water under pressure finds mortar joints, cold joints where the wall meets the footing, form-tie holes in poured walls, and any crack that has opened from settlement or freeze-thaw. Clay also shrinks when dry and swells when wet, so the soil around your foundation is in constant slow motion, working at exactly the joints you would rather it left alone.
Reason two: the air itself is wet
The second mechanism catches people out because it produces water with no leak anywhere. From roughly May through October, dew points across this region routinely reach the upper 60s and low 70s. Dew point is the temperature at which air must release its moisture as liquid, so when that air touches any surface below that temperature, it condenses.
Your basement slab and foundation walls sit at ground temperature, roughly 60 to 65 degrees, all summer. Crawl space joists and ductwork run about the same. Every one of those surfaces is below the July dew point. Open a basement window on a humid August afternoon to "air it out" and you are actively delivering moisture to your foundation. Leave a crawl space vent open and you do the same thing continuously for five months.
This is why a house with no leaks at all can develop mold in a crawl space or on the cold side of a basement wall. The moisture is coming out of the air.
Reason three: the stream valleys move water fast
Rockville drains into three watersheds — Rock Creek, Watts Branch, and Cabin John Creek. Decades of development have replaced absorbent ground with roofs, roads, and parking lots across those basins, so rainfall that once soaked in now runs off. The City of Rockville identifies increasing frequency of intense rain events as a driver of flooding risk in its stormwater planning.
The practical result is flash flooding: water reaching low points within minutes of a stalled thunderstorm rather than hours. The remnants of Hurricane Ida in September 2021 produced severe flooding at properties near Twinbrook Parkway and Veirs Mill Road. For most homeowners the everyday version is smaller — a window well overtopping, a walkout taking water at the door, a corner of the basement wetting during a downpour — but the mechanism is the same.
Reason four: the housing stock
Rockville's building eras each contribute something.
- Pre-1940 homes in the West End and East Rockville have stone or early block foundations built for unheated cellars, not living space.
- 1940s to 1960s homes in Twinbrook, Woodley Gardens, College Gardens, Aspen Hill, and Derwood have block foundations whose exterior waterproofing has long failed, footing drains that have silted in, vented crawl spaces, and original bathrooms with poor ventilation.
- 1960s and 1970s homes including the modernist stock at New Mark Commons bring low-slope roofs and large glazing assemblies that condense.
- 1990s and 2000s homes in King Farm and Fallsgrove are tight enough to trap interior moisture, and frequently have cooling equipment sized so generously that it never runs long enough to dehumidify.
Reason five: sixty years of quiet changes
The last factor is the one nobody notices happening. Backfill settles, so a lot graded away from the house in 1963 now falls slightly toward it. Mulch beds get topped up annually until the soil sits above the foundation line. Downspout extensions get removed for mowing and never go back. Trees mature and shade the soil so it never dries. Then someone finishes the basement, and the moisture that used to be a visible nuisance becomes an invisible one.
